Australian Capital Territory Numbered Regulations Australian Capital Territory Numbered Regulations(1) A person must not engage someone else to carry an explosive by road or rail.
Maximum penalty: 30 penalty units.
(2) Subregulation (1) does not apply if the person whose services are engaged is authorised under regulation 100 or 101 to carry the explosive.
(3) An offence against this regulation is a strict liability offence.
