Australian Capital Territory Numbered Regulations Australian Capital Territory Numbered RegulationsEquipment (including mixers, receptacles and tools) used to make an explosive mixture must be left free of the mixture as far as practicable with the following objects:
(a) any residual trace of the mixture left on equipment used to make the mixture must not be capable of initiating or contributing to an explosion;
(b) there must be no risk to any possible later user of the equipment.
