“25. (1) After regulation 24 has been complied with in relation to a request to spend money from the Public Account, the request shall be submitted for approval of the proposed expenditure to—
(a) the Minister;
(b) the Under Treasurer;
(c) the administrative head who has control of the administrative unit responsible for the request; or
(d) an officer of the administrative unit responsible for the request who has been appointed by—
(i) the Minister;
(ii) the Under Treasurer; or
(iii) the administrative head who has control of that administrative unit;
to approve such requests made by officers of the unit.
“(2) Section 5 of the Administration Act 1989 does not apply in relation to—
(a) the power of the Under Treasurer to appoint, under paragraph (1) (d), an officer of an administrative unit to approve requests to spend money from the Public Account made by officers of that unit; or
(b) the power of the administrative head who has control of an administrative unit to appoint, under paragraph (1) (d), an officer of that unit to approve requests to spend money from the Public Account made by officers of the unit.
