Australian Capital Territory Numbered Regulations Australian Capital Territory Numbered Regulations(1) A licensee commits an offence if the licensee contravenes the code of practice, clause 19 (which is about not allowing others to use excluded people's accounts).
Maximum penalty: 10 penalty units.
(2) An offence against this regulation is an offence of strict liability.
