LAND (PLANNING AND ENVIRONMENT) REGULATIONS (NO. 5 OF 1992) - REG 2
2. (1) In these Regulations, unless the contrary intention appears—“Act” means the Land (Planning and Environment) Act 1991; “public money of the Territory” means revenues, loans and other money received by the Territory; “public street” has the same meaning as in the Motor Traffic Act 1936.
(2) In these regulations, a reference to the market value of a lease is a
reference to the amount that could be expected to be paid for the lease on the
open market if it were sold by a willing but not anxious seller to a willing
but not anxious buyer.
