3. The First Schedule to the Principal Regulations is amended by omitting item 5 of Part II and substituting the following item:

Omnibus or tourist motor vehicle

(a) where the vehicle has seating accommodation for more than 16 adult persons (including the driver)

(b) where the vehicle has seating accommodation for not more than 16 adult persons (including the driver)
