    (1A)     This section does not apply to a designated development to rebuild a damaged building or structure in—

        (a)     one of the following zones identified in the Territory Plan:

              (i)     IZ1 General Industrial Zone;

              (ii)     IZ2 Mixed Use Industrial Zone; or

        (b)     the area outlined in bold in plan 1.110.
