    (2)     In this section:

"Commonwealth entity "means—

        (a)     the Commonwealth; or

        (b)     a Commonwealth authority under the Commonwealth Authorities and Companies Act 1997 (Cwlth); or

        (c)     a Commonwealth company under the Commonwealth Authorities and Companies Act 1997 (Cwlth).

"territory entity "means—

        (a)     a territory authority; or

        (b)     a territory instrumentality.
