"segway" means a vehicle that—

        (a)     is designed to be self-balancing while a person travels in or on the vehicle; and

        (b)     is propelled by an electric motor; and

        (c)     has 2 wheels that operate on a single axis; and

        (d)     has a platform anywhere between the 2 wheels for the person's feet; and

        (e)     has handles mounted on an upright post.
