Australian Capital Territory Numbered Regulations Australian Capital Territory Numbered Regulations(1) A person must not drive a vehicle that is displaying
an L-plate, or something that could reasonably be taken to be an L-plate, on a
road or road related area unless the vehicle is required to display an L-plate
or
L-plates under regulation 20 (Restrictions on learner motorcycle licence
riders), 21 (Restrictions on learner car licence drivers), 22 (Learning to
drive manual transmission vehicles) or 23 (Heavy vehicle learners).
Maximum penalty: 20 penalty units.
(2) However, subregulation (1) does not apply to a person driving a motor vehicle owned or operated by a driving instructor.
