EXPLANATORY STATEMENT
These are amending Regulations. They amend the Construction Practitioners
Registration Regulations 1998 (the “Principal
Regulations”).
Schedule 1 of the Principal Regulations sets out
acceptable qualifications for construction practitioners. For construction
practitioners in the categories of principal building surveyor and building
surveyor, the Schedule accepts accreditation by the Building Surveyors and
Allied Professions Accreditation Board Incorporated. The great majority of
certifiers under the Building Act 1972 hold this
qualification.
The Building Surveyors and Allied Professions
Accreditation Board was a legally separate accreditation arm of the professional
body for building surveyors, the Australian Institute of Building Surveyors. The
Building Surveyors and Allied Professions Accreditation Board went into
administration in October 2002 and is no longer dealing with new applications or
the renewal of accreditation. The parent body, the Australian Institute of
Building Surveyors, has advised that it is in a position to take the place of
the Building Surveyors and Allied Professions Accreditation Board under the
Regulations.
The amending regulations accordingly replace the
references in the Schedule to the Building Surveyors and Allied Professions
Accreditation Board with references to the Australian Institute of Building
Surveyors.
Details
Regulation 1 is a formal regulation that gives the name of the
amending regulations.
Regulation 2 is a formal regulation that links the commencement of the
amending Regulations to their notification on the legislation register.
Regulation 3 gives the name of the principal
regulations.
Regulation 4 omits from Schedule 1 of the Principal Regulations the
two occurrences of the name “Building Surveyors and Allied Professions
Accreditation Board Incorporated” and substitutes for them the name
“Australian Institute of Building Surveyors”, which is identified by
the number issued to it as a public company.
