EXPLANATORY
MEMORANDUM
No. 19 of 1987
Section 4 of the Building and Services Ordinance 1924 provides that the
Minister may make regulations concerning the use and management of the Canberra
sewerage and water supply systems.
The Canberra Sewerage and Water Supply
Regulations (Amendment) 1987 requires the use of backflow prevention devices
when work performed on the Canberra water supply system under regulation 100 of
the Canberra Sewerage and Water Supply Regulations is likely to introduce
dangerous substances into that water supply.
Regulation 100 requires a
person to obtain a permit before uncovering Commonwealth pipes or working on
pipes communicating with Commonwealth pipes.
New regulation 100A(1)
provides that the Engineer for Water Supply shall not grant a work permit under
regulation 100 for work on the Canberra water supply if the work is likely to
introduce dangerous substances into that water supply unless he or she is
satisfied that an appropriate backflow prevention device will be installed to
prevent the dangerous substances entering the Canberra water
supply.
Sub-regulation 100A(2) provides that the type of backflow
prevention device required will depend on the danger posed by a potential
hazard. Where the backflow prevention device is to prevent:
• a hazard
listed in the Table, the devise is to be that specified in the Schedule or
otherwise approved by the Engineer; and
• in relation to any other
hazard the device is to be that approved by the
Engineer.
