EXPLANATORY STATEMENT

Clause 1 Name of Regulation

This clause is a technical clause and sets out the name of the regulation as the Litter (Shopping Trolleys) Regulation 2011 (the Regulation).


Clause 2 Commencement

This clause is a technical clause setting out when commencement of the Regulation will occur. It is intended that commencement will occur on commencement of the Litter (Shopping Trolleys) Amendment Act 2010.

Clause 3 Number of Shopping Trolleys- Act Section 24 G (3) ( c )

This clause sets the number of prescribed shopping trolleys at 40. A retailer with less than the prescribed number of shopping trolleys, is exempt from the provisions of section 24G of the Act .

Clause 4 – Expiry

This clause is a sunset clause, it states that the regulation expires after one year.
