EXPLANATORY
STATEMENT
No. 27 of 1988
The Motor Omnibus Services Regulations (Amendment) amends the Motor
Omnibus Services Regulations made under the Motor Omnibus Services Ordinance
1955.
The amendment is consequential to the Dog Control (Amendment)
Ordinance 1988 which provides in Part IVA for the access to public places by a
blind or deaf person accompanied by his or her dog.
Details of the
Regulations are set out below:
Regulation 1 provides that the Regulations
are to commence on the date of commencement of the Dog Control (Amendment)
Ordinance 1988.
Regulation 2 amends Regulation 31 of the Motor Omnibus
Services Regulations by omitting subregulations (2) and (3) to remove the
exemption given to a blind person to take a guide dog into or upon an omnibus.
A motor omnibus is defined as a public place for the purposes of Part IVA of
the Dog Control (Amendment) Ordinance 1988. Consequently subregulations (2) and
(3) are unnecessary.
