OVERVIEW
This Regulation amends the Road
Transport (Safety and Traffic Management) Regulation 2000 (the
Regulation):
1. to facilitate the introduction of new fixed red light
speed cameras in the ACT;
2. to make it clear that parking inspectors may
mark the tyres of parked vehicles with chalk or crayon for the purpose of
enforcing parking regulations; and
3. to include new sites for the
operation of fixed red light and mobile speed cameras in the ACT and to alter
the descriptions of 2 existing sites.
Clauses 1 to 3 are formal clauses which:
• state the name of the
regulation being created;
• provide for commencement of the
regulation; and
• state the name of the regulation being
amended.
Clause 5 defines a loop detector speed measuring device to mean the Gatsometer Loop Detector (GLD4-2S). A loop detector device is an approved traffic offence detection device for the purpose of the Road Transport (Safety & Traffic Management) Act 1999.
This clause removes the Redflex Smartcam SDCM (a piezo strip measuring device) from the Regulation. The Redflex SMARTCAMred was trialled for service in the ACT at the same time as the Centaur 2000, but was not used and can be omitted from the Regulation.
Clause 6 amends section 102 to include two additional traffic lights camera detection devices, known as the Gatsometer Traffic Camera – Digital (GTC-D) and the Gatsometer Multi Camera System (MCS), as approved traffic offence detection devices.
This clause provides that a loop detection speed measuring device is an
approved traffic offence detection device for the purpose of the Road Transport
(Safety & Traffic Management) Act 1999.

Clause 8 requires that a loop detector speed measuring device be
tested at least once every 12 months.

Section 104A (3A) requires that the loop detector speed measuring
device is accurate within the following parameters:
• for speeds not
exceeding 100km/h, is accurate within a tolerance of 2km/h; and
• for
speeds exceeding 100km/h, is accurate within a tolerance of 2%.

Section 104A (7) makes it clear that the loop
detector speed measuring device may be tested separately from the other
components of the traffic lights camera detection device, and that it is not
necessary for the other components of the device to be tested.

12: SECTION 108 (3) (C)
Section 108 explains the meaning of the codes at
the bottom of an image taken by a traffic offence detection device. Clause 12
expands section 108 (3) (c) to indicate that the characters in the field
immediately after ‘device’ may be the code for the:
• laser
speed measureing device;
• the piezo strip speed measuring device;
or
• the loop detector speed measure device
that took the image
(which ever is relevant).
