AUSTRALIAN CAPITAL TERRITORY (SELF-GOVERNMENT) ACT 1988 - SECT 22
Power of Assembly to make laws
(1) Subject to this Part and Part VA, the Assembly has
power to make laws for the peace, order and good government of the Territory.
(2) The power to make laws extends to the power to make laws
with respect to the exercise of powers by the Executive.
