(1) If the Secretary reasonably believes that a person has:
(a) knowledge of information; or
(b) custody or control of documents;
relating to whether a civil penalty provision of this Act has been complied with, the Secretary may give a written notice to the person requiring the person to provide the information or produce the documents to the Secretary.
(2) The notice must specify:
(a) the period within which the person must comply with the notice; and
(b) the manner in which the person must comply with the notice.
(3) The specified period mentioned in paragraph (2)(a) must end at least 14 days after the notice is given.
