Commonwealth Consolidated Acts Commonwealth Consolidated Acts(1) The object of this Division is, by establishing a system of investigating the circumstances surrounding any accident or incident, to prevent other accidents and incidents occurring.
(2) It is not the object of this Division:
(a) to provide a way of apportioning blame for an accident or incident; or
(b) to provide a way of determining the liability of any person in respect of an accident or incident.
