4.1 Omit the regulation, substitute: Application of the Act

"4. The Act applies to a Party subject to the UN Convention. [NOTE: States
become Parties to the UN Convention by depositing instruments of ratification,
acceptance, approval or accession with the Secretary-General of the United
Nations (see Articles 27 and 28). A current list of Parties to the UN
Convention may be accessed through the United Nations Internet home page at
http://www.un.org.]".
