3.1 Omit the regulation, substitute: Application of the Act

"4. (1) In the case of matters within the scope of the Treaty, the Act applies
in relation to the United Kingdom subject to such limitations, conditions,
exceptions or qualifications as are necessary to give effect to the Treaty.

"(2) In the case of other matters, Parts I, II, III and VIII of the Act apply
to the United Kingdom.".
