4.1 Omit the regulation, substitute: Allowances payable to a member other than
the Chairman

"11. For the purposes of subsection 38 (2) of the Act, the following
allowances are prescribed for a member other than the Chairman:

   (a)  an annual displacement allowance of $30,000; and

   (b)  other allowances which would be payable to the member if the member
        were a Secretary to a Department of State of the Commonwealth.".
