Any person who—
(a) being required by law to give any certificate touching any matter by virtue whereof the liberty of any person may be affected, gives a certificate which, in any material particular, is to the person’s knowledge false; or
(b) not being a person authorised by law to give such a certificate as aforesaid, gives such a certificate, and represents himself or herself to be a person authorised to give the same;is guilty of a misdemeanour, and is liable to imprisonment for 3 years.
