5—Reasons for declaration and its effect
(1) In this Part,
Parliament seeks to declare the principles that should govern the way victims
are dealt with by public agencies and officials.
(2) The need for the
declaration arises out of national and international concern about the
position of victims of crime.
(3) The
principles—
(a) are
not enforceable in criminal or civil proceedings; and
(b) do
not give rise to any right to damages for breach; and
(c) do
not affect the conduct of criminal proceedings.
(4) However, public
agencies and officials are authorised and required to have regard, and to give
effect, to the principles so far as it is practicable to do so having regard
to the other obligations binding on them.
