(1) The Governor may
make regulations prescribing all matters that are required or permitted by
this Act to be prescribed or are necessary or convenient to be prescribed for
giving effect to the purposes of this Act.
(2) Without limiting
the generality of subsection (1), regulations may provide for the substituted
service on a person of notices issued under section 19, 25, 51(2) or 63, or on
an appeal, in cases where it is impossible or impracticable to give the notice
to the person.
