(1) If a proceeding before the master or registrar appears to the master or registrar to be proper for the decision of the court or a judge, the master or registrar may refer the matter to the court or judge.
(2) If the master or registrar refers a matter to the court or a judge, the court or a judge may dispose of the matter or refer it back to the master or registrar with any direction the court or the judge considers appropriate.
