For subrule 267 (3) of the Australian Road Rules, a certificate is issued under a law of this jurisdiction for a person if—
(a) the certificate is signed by a doctor; and
(b) it certifies that—
(i) the person cannot wear a seatbelt for medical reasons; or
(ii) the person cannot, because of that person's size, build or any other physical characteristic, safely drive a vehicle while wearing a seatbelt.
