When this section applies

  (1)   This section applies in relation to an intelligence and security decision.

Guidance and appeals panel

  (2)   Part   5 (guidance and appeals panel) does not apply in relation to:

  (a)   an application for review of the decision; or

  (b)   a decision of the Tribunal on review of the decision.
